Offenders in your neighborhood?
What is the Jessica Lunsford
Act? The hopefully proposed bill is named after
9-year-old Jessica Lunsford who was murdered by sex
offender John Evander Covey. She was killed in her home
neighborhood near Homosassa Springs. The bill has
a next stop at the Senate level, which it is expected to pass
without resistance.
What makes Jessica's murder so
heinous is the fact that it was committed by a released sexual
offender. The bills intent is to put more teeth into the
existing legislation that tracks sexual predators and sexual
offenders. This bill would provide better tracking of
sexual offenders, giving home owners/ residents a means for
knowing who lives in their area. The Lunsford Act would
punish the molestation of children under 12 with a mandatory
sentence of 25 years to life, followed by probation or
community control for the remainder of the person's natural
life and subjection to a system of active electronic
monitoring. There are also provisions that would empower
law enforcement keep an eye on the daily movements of
registered offenders via a Global Positioning System, which is
a satellite based system that would give the offenders
position within a few feet!
To make matters worse, Covey was a
sexual offender that had moved into a house with his half
sister and two cousins. Further, he failed to notify authorities
that he had moved, as required by his parole terms. The
Homosassa Police arrested the family on obstructing justice,
the charge however is non existent, and the family members
will not be even fined! One of the current weaknesses in
the existing law is the fact that there is not a requirement
for anyone to inform the authorities of the movement of sexual
offenders.
The family members could not be
prosecuted under state law, however, because there is no
provision in the law that requires house members to tell police of a
sex offender's whereabouts. The new law would make it a crime
to withhold such information. The strength of the new
law is that if a known offender moves to Marco, and moves into
a home with another person, that person will be required to
report with the Florida Department of Law Enforcement.
What if that person does not know that their new house mate is
an offender? Hmm, loophole?

you can type in your county, zip code and find out who is
listed in your zip code, city and or other factors such as
name search, it is a great tool. The below result is a
search of Marco Island, area code 34145.
